Salem Housing Authority has received its second award following the restoration of Yaquina Hall.
Yaquina Hall, a historic building, has been repurposed into a residential hall comprising 51 one-bedroom units and one studio unit (52 total units) to provide on-site supportive services that will address the unique needs of the community members experiencing homelessness and those with disabilities in developing permanent housing. It is situated on the grounds of the former nurses' dormitory at the Oregon State Hospital Campus.
In June 2023, in Salem, Oregon, Yaquina Hall received the Ben Maxwell Award for Historic Preservation Month for excellence in historic preservation for residential use. Yaquina Hall is listed on the National Register of Historic Places.
On October 10th-11th, at the National 2024 Historic Tax Credit Conference in Kansas City, Missouri, an award was presented to the City of Salem's Community Planning and Development Director, Kristin Retherford, and Salem Housing Authority's Nicole Utz and Jessica Blakely.
The award was given for the adaptive reuse of Yaquina Hall, showcasing major community impact through the utilization of historic tax credits in residential development. Salem Housing Authority was the first Housing Authority to receive such an award.

We have an important update regarding your Utility Reimbursement Payment (URP).
We are excited to announce that starting very soon, Utility Reimbursement Payments will be disbursed via pre-paid debit cards. This change aims to make the payment process faster, more efficient, and easily accessible for all participants.
If you currently receive a Utility Reimbursement Payment (URP), you can expect to receive your pre-paid debit card by the beginning of March or April, 2024, depending on certain processing timelines. Rest assured that we are working diligently to ensure timely distribution and to minimize any inconvenience this transition may cause.
Here are some key points to keep in mind:
· Delivery Date: The pre-paid debit cards will be dispatched by mail, and you should receive them on or around March 1 or April 1.
· Activation Instructions: Upon receiving the pre-paid debit card, please follow the enclosed instructions to activate it. This will enable you to access your Utility Reimbursement Payment seamlessly.
· Usage: The pre-paid debit card can be used at any location that accepts debit cards, providing you with flexibility and convenience.

Salem Housing Authority Residents who Receive Utility Assistance Payments
With our new software system some of our processes have changed.
SHA had sent Utility Reimbursement Payments directly to the utility company. However, going forward, we will be sending the payment directly to residents. It will be important to keep track of all utility bills and pay them on time to comply with the rental agreement and program obligations.
Starting January 1, 2024, SHA will be sending Utility Reimbursement Payment as a paper check to residents who receive utility assistance. It will be important to, watch for it, in the mail.
We plan to change to a pre-paid debit card system for Utility Reimbursement Payments. Our goal is to have the debit card system in place by March 1, 2024. We will notify residents before we change to debit cards. Until then, we will mail checks for Utility Reimbursement Payment to the mailing address.

The Salem Housing Authority (SHA) seeks an insured financial institution (“Financial Partner”) to enter into a Memorandum of Understanding (MOU) with SHA to establish, manage, and administer savings accounts for its Rainy Day Opt-Out Savings program in development under the Asset Building Cohort of the Moving to Work Demonstration Program authorized by the US Department of Housing and Urban Development (HUD).
The Rainy Day Opt-Out Savings program will provide monthly deposits to a defined population selected randomly from program participants of the SHA Housing Choice Voucher (HCV) and Public Housing (PH) programs. Up to 100 participants will be selected in accordance with the parameters established by HUD and/or its contractor(s).

Preserving Orchard Park Apartments
Orchard Park Apartments is a former low-income development which recently aged out of its affordability term of 30 years. Because of this, Salem Housing Authority had identified this property as a priority for preservation efforts.
Salem Housing authority was able to establish a Special Limited Partnership Agreement between Orchard Park Preservation Partners Limited Partnership to acquire and operate the 224-unit complex located at 4100 Kacey Circle Northeast to serve low-income households. This project previously left affordability on 12/31/2021 and with SHA’s partnership will assist to bring this project back into affordability serving clients at or below 80% Area Median Income.
In 2021, Orchard Park had a fire that affected 21 units. Construction work will begin on the 21 units impacted by the fire with an aim available this fall 2023.
Project Design: The general contractor and architectural firm have met on site and the project will use environmentally friendly materials, considering trauma informed design, to create a sense of community and ownership.
The Landscape will incorporate ecofriendly native plants an provide visual appealing property along the I-5 corridor.
This project has been made possible through funding from Oregon Housing and Community Services, the Enterprise Preservation Fund, Deutsche Bank, and Aberdeen Capital.

REQUEST FOR RELEASE OF FUNDS
On or after November 11, 2022, the City of Salem, under the direction of the City Manager, will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Public Housing Operating Funds under Section 9(e) of the U.S. Housing Act of 1937 (42 U.S.C. 1437g(e), grant number OR011000003)) to undertake a project known as Glen Creek Village for the purpose of modernization activities. Glen Creek Village is a multi-family residential complex containing 30 units in seven two-story townhome style buildings and one community center/office building situated on approximately 7.56 acres of land. It is located at 1260 Orchard Heights Road NW, Salem, Oregon 97304. The townhome buildings were constructed in 1973 and the community building was constructed in 2001. The proposed undertaking involves modernization activities involving the building envelope, interior modernization, and as-needed routine maintenance and repair work to include but not limited to: electrical work; plumbing work; irrigation maintenance and/or repair; groundskeeping; replacement of broken windows, coverings, and screens; appliance replacement and/or repair; water heaters; roof repairs; sheetrock repairs, countertop repairs; floor covering replacement; and door replacement. In addition, the project parcel will be separated into two separate tax lots. This action of real estate involves no physical impacts to the environment. The intended use of the residential property would not be changed under this undertaking. Furthermore, the project does not involve new construction, substantial rehabilitation, expansion of a building's footprint, or changes to the existing unit count.
FINDING OF NO SIGNIFICANT IMPACT
The City of Salem has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Salem, Urban Development Department at 350 Commercial St. NE Salem, OR 97301 and may be examined or copied weekdays 8 A.M. to 5 P.M. PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Salem Urban Development Department at 350 Commercial St. NE Salem, OR 97301. All comments received by November 11 will be considered by the City of Salem prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Salem certifies to HUD that Keith Stahley, Salem City Manager, in his capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Glen Creek Village to use Public Housing Operating Funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City of Salem’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer Keith Stahley, Salem City Manager; (b) the City of Salem has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD administration office at Director of Community Planning and Development at 1220 SW 3rd Avenue, Suite 400, Portland, OR 97204. Potential objectors should contact HUD Director of Community Planning and Development, Phillip McKeough at phillip.e.mckeough@hud.gov to verify the actual last day of the objection period.

These units are restricted to households with income at or below 60% of the Area Median Income, which is currently $33,240 annually for 1 person.

These units offer income-based rent through the Moderate Rehabilitation program. Residents pay approximately 30% of their monthly income for rent and utilities at these properties. Assistance is tied to the units and is not transferrable. These units are restricted to individuals (single person households) with income at or below HUD’s Very Low-Income Limit (50% Area Median Income), which is currently $27,700 annually for 1 person.

This housing is limited to households with a Head of Household, Spouse, or Co-Head who is age 62 or over. Applications are accepted from applicants who are age 60+, but applicants must meet the age requirement in order to lease a unit.
