Salem Housing Authority is actively regulated by its funding sources which include federal, state, and local governments, as well as private investors. Each program has its own set of funding requirements, rules, regulations and eligibility criteria. Policies and plans are available for public review at all SHA office locations.
Draft Annual and 5-Year PHA Plans Available for Public Comment
Salem Housing Authority is pleased to present its draft Five-Year and Annual Public Housing Agency (PHA) Plans, Capital Fund Program Plan, and Moving to Work (MTW) Supplement to the PHA Plan for public review and comment.
What is the PHA Plan?
The PHA Plan is a comprehensive guide to public housing agency (PHA) policies, programs, operations, and strategies for meeting local housing needs and goals. There are two parts to the PHA Plan: the 5-Year Plan, which each PHA submits to HUD once every 5th PHA fiscal year, and the Annual Plan, which is submitted to HUD every year by non-qualified agencies.
Salem Housing Authority is making these documents available for a period of no less than 45 days. Comments about the PHA Plans, Capital Fund Program Plan, and MTW Supplement will be accepted until July 8, 2024.
The Housing Authority Board of Commissioners will hold a Public Hearing to hear and discuss public comments on the Proposed PHA Plan for Fiscal Years 2025-2029 and Annual Plan for 2024-2025 on Monday, July 8, 2024, at 6:00 pm. Meetings are hybrid (in person and virtual) at the City of Salem Council Chambers, 555 Liberty St. SE, Room 220, Salem, OR 97301. More information can be found here. To provide comments at the hearing remotely, pre-register between 8 am and 4 pm the day of the meeting at www.cityofsalem.net/government/city-council-mayor/about-city-council/comment-and-participate-in-a-city-council-meeting.
Residents, local government officials, and other interested parties are invited to comment on the proposed physical and management improvements affecting the Housing Authority’s public housing properties as well as updates to the PHA Plan and MTW Supplement.
Written comments on the plans may be emailed to compliance@salemhousingor.com or mailed to the attention of Salem Housing Authority, ATTN: PHA Plan, 360 Church ST SE, Salem, OR 97301. All written comments received on or before July 8, 2024, will be provided to the US Department of Housing and Urban Development (HUD) with the submission of these documents, and written comments received before 4:30 PM on Wednesday, July 3, 2024, will be presented to the Housing Authority Board of Commissioners during the Public Hearing on July 8, 2024.

Moving To Work
We are pleased to report that our MTW Supplement to the PHA Plan was approved by HUD. A copy of the MTW Supplement and approval is available here.
MTW activities went into effect on January 1, 2024, as outlined in our updated Admissions and Continued Occupancy Plan (ACOP) for Public Housing and Administrative Plan for the Section 8 Voucher program, linked below.
