Outreach Navigators
The Special Programs Team at Salem Housing Authority comprises three Outreach Navigators who work with unsheltered people experiencing homelessness. They engage with around 50 such individuals every month, visiting large encampments, tents, and sidewalks two to three times per week. The team's primary focus is on housing outreach, intending to secure safe shelter or permanent housing for all Oregonians. They are also dedicated to helping individuals and families relocate from unfit living spaces.
The Outreach Navigators collaborate with the City of Salem's Internal Homeless Committee and work closely with the Salem Outreach and Livability Services Program (SoS Team), Homeless Services Team (HST), Parks, Code and Compliance. They also facilitate a basic needs station 24/7 for the city's police and fire teams, who require immediate resources for unsheltered people.
The team has formed partnerships with various local entities, including but not limited to: Church at the Park, Safety Compass, Soaring Heights, Be Bold Ministries, Ideal Options, Easter Seals, Arches, and LEAD.
Our Outreach Navigators provide assistance with rapid rehousing barrier removal and move-in, utilizing resources such as Governor Kotek's Executive Order funds. They make referrals to community partners and are trained in trauma-informed care and de-escalation. Our navigators are SOAR-certified and trained Coordinated Entry Assessors. We pride ourselves on continuously evolving to meet the needs of our community.
SHA C.A.R.T. (Compassion Action Response Team)
The Salem Housing Authority purchased a decommissioned ambulance from Oregon Surplus in 2023, which has been transformed into a mobile office and immediate response vehicle. The SHA C.A.R.T will facilitate outreach efforts by transporting life-saving supplies like water, MREs, tarps, cold weather gear, etc., during severe weather events or natural disasters. The vehicle has been equipped with a functional office space, Wi-Fi, and solar panels, providing the team with a safe and effective way to meet clients at their location.
The SHA C.A.R.T will allow the team to complete Coordinated Entry assessments in the field, support the community's efforts to sign up for housing waitlists, apply for SNAP benefits, and more.
